Bomb Blasts Hit Naypyidaw, Mandalay and a Major Town

Bomb blasts hit Burma’s capital, Naypyidaw, as well as the country's second-largest city of Mandalay and the town of Pyin Oo Lwin on Friday, in the first major series of bombings since a new military-backed government took power in March.
According to witnesses and police officials, the first bomb exploded at around noon near the Mann Myanmar Plaza and Zay Cho Hotel in downtown Mandalay, injuring at least two people and destroying one vehicle.
A few minutes later, a second explosion occurred in Naypyidaw’s Tapyay Gone area, near the government’s Gems Museum. There were no immediate reports of casualties in the blast, although witnesses said a house was badly damaged.
“The explosion was very strong. The top of a house was damaged,” said a witness in Naypyidaw.
There were also reports of a third blast in Pyin Oo Lwin, home to the Burmese military's elite Defense Services Academy, near an army supply and transport base.
The series of blasts comes amid an armed conflict between government troops and the Kachin Independence Army, Burma's second largest ethnic armed group, that started on June 9.
Blasts were also reported in Kachin State earlier this week, in the state capital, Myitkyina, and in Bhamo, near the Chinese border.

He was re-elected for a second term by the UN General Assembly, unopposed and unanimously, on 21 June 2011, with effect from 1 January 2012.

Mr Ban describes his priorities as mobilising world leaders to deal with climate change, economic upheaval, pandemics and increasing pressures involving food, energy and water.

In style, he prefers quiet diplomacy and sees himself as a bridge-builder, aiming to give voice to the world's poorest and most vulnerable people, and to strengthen the UN itself, which was dented when he took office by scandals over the UN oil-for-food programme in Iraq, and corrupt procurement.
North Korea talks The South Korean diplomat took over from Kofi Annan at the UN in 2007.
At that time he promised to push for peace in the Middle East and Sudan's Darfur region, and he prioritised climate change.

The consensus on his first term was largely positive, despite the elusiveness of many of his goals.

He wants to be remembered as the UN leader who presided over a global agreement on climate change.

Born on 13 June 1944 in Chungju, Mr Ban served as South Korea's minister of foreign affairs and trade immediately before moving to the UN, at the culmination of a 37-year career as a diplomat.
That career included the tough, high-wire act of negotiations with North Korea over its development of nuclear weapons.

He is married with three children and three grandchildren.

In the past, UN leaders have normally served two terms, although Egypt's Boutros Boutros-Ghali was ousted after just one term in 1996 by the United States, which felt he had performed poorly over the Balkan wars.

Mr Ban is the first Asian to lead the UN. He has enjoyed broad support, but he has his critics, who point to his low-key style, lack of charisma, and failure to criticise human rights abuses in powerful countries, like China and Russia.

At the end of his first term, however, he won praise for his commitment to climate change, nuclear disarmament and women's issues, as well as his strong backing of pro-democracy movements in North Africa and the Middle East.

Mr Ban says he first dreamed of becoming a diplomat when as an 18-year-old student in 1962, he met US President John F Kennedy at the White House on an American Red Cross programme.

When he was first vying for the top job at the UN, he said of himself: "I may look soft from the outside, but I have inner strength when it's really necessary."

Obama to Announce First Phase of Troop Withdrawal in Afghanistan

President Barack Obama is set to announce on Wednesday the first phase of a withdrawal from Afghanistan that could see up to 10,000 U.S. soldiers leave the country by the end of the year.

Defense officials have been quoted as saying that President Obama will call for an initial withdrawal of  5,000 troops, followed by an additional 5,000 by the end of 2011.

But White House Spokesman Jay Carney warned against media speculation on Tuesday, saying the president will explain how he will implement the strategy he outlined in December 2009 on drawing down American troops.

Obama announced the July start for the withdrawal in December 2009, when he presented his overall strategy for Afghanistan at the U.S. military academy at West Point, New York.

In his Wednesday night speech at the White House, President Obama is also expected to reaffirm the U.S. and NATO commitment to completely transfer security responsibilities to Afghan forces by 2014. The United States currently has about 100,000 troops in Afghanistan.

U.S. Defense Secretary Robert Gates said Tuesday the president has to take into account sustainability at home, both in Congress and among the American public, as well as conditions on the ground in Afghanistan.

Gates acknowledged concerns in the United States about Afghanistan, saying the American people are "tired of a decade of war."  He noted there are "a lot of reservations" in Congress about the war and the level of U.S. commitment.

Gates spoke Tuesday at the State Department, before heading to the White House with Secretary of State Hillary Clinton for consultations with the president about Afghanistan.

White House spokesman Carney said the president has remained focused on achieving his objectives in Afghanistan.  He noted, however, that Obama's objectives there do not require defeating the Taliban, but rather "reversing the momentum," which he says the military has been achieving.

Over 2500 Chin refugees demonstrate in New Delhi




21 June 2011: Over 2500 Chin refugees in New Delhi, India demonstrated outside the United Nations High Commissioner for Refugees.

(UNHRC) office in Jantar Mantar from 11 am to 2 pm. on June 20. The protest was organized by the Chin Refugee Committee.

With the Burmese Army attacking ethnic armed groups, there will be more and more Burmese refugees in New Delhi. Now there are about 11,500 Chin refugees in New Delhi.

The Chin Refugee Committee (CRC) president Mr. Steven Ral Kap Tluang said, “Nothing has changed under the Burmese government. It is still fighting ethnic armed groups – the Kachin Independence Army (KIA), DKBA, Democratic Karen Buddhist Army, Karen National Union (KNU) and SSA, the Shan State Army.”

He added that the Burmese government is violating human rights in Chin state continuously, so Chin people cannot live on their own land and are facing many hardships.

He asked UNHCR in New Delhi, the Indian Government, and social communities in India and International NGOs to understand their situation and to provide more support on World Refugee Day that was celebrated around the world.

There are only 8000 Burmese refugees in New Delhi according to UNHCR records said Newsleaks in its 17 June online issue.

Burma Today online edition also said that UNHCR has given jobs to 14% of the refugees in New Delhi allowing them to earn Rs. 7000 a month. About 127 families have got jobs.
But only eight families of Chin refugees have been sent to third countries between January to June 2011 from UNHCR in New Delhi. It is not a good sign for the future of Chin refugees.

Indian medicines seized from two Burmese nationals

17 June 2011: A large amount of Indian medicines estimated to be worth Rs 40 lakhs was seized from two Burmese nationals in Mizoram state, northeast India by the anti drug squad of Mizoram on 11 June.

The medicines are Pseudoephedrine. About 3,99,500 capsules were seized from a Sumo vehicle in Bawngkawn Lunglei Road in Aizawl, the capital of Mizoram by Assam Rifles and the personnel of the Special Narcotic Cell under the Superintendent of Central Intelligence Department at around 5:45 p.m. local time.

The peddlers were identified as Lalrotlinga from Tahan block of Kalemyo, Sagaing division and Lalnuntluanga from Chanmari block of Aizawl.

“Many Indian medicines are used as drugs by local youths,” said a doctor of a private clinic in Aizawl.

Similarly, Zapianga son of Lalnghinglova from Zohmun Village of Tamu Township, Sagaing division, Burma was arrested by the Excise and Narcotics Anti-Narcotic Squad of Mizoram with 42 grammes of opium. The current black market price of opium seized is around Rs. 2 lakhs. - Khonumthung News

Angelina Jolie hoping to visit Syrian refugees

ANKARA — Hollywood superstar Angelina Jolie has asked to visit refugee camps in southern Turkey where thousands of Syrians who fled a crackdown in their homeland are now staying, a Turkish diplomatic source said.
Turkey's foreign ministry was "currently considering the request" by Jolie, who is a goodwill ambassador for the United Nations refugees agency (UNHCR), said the source.
Turkish officials say more than 8,000 Syrians are now camped in Turkey after fleeing the crackdown on pro-democracy demonstrations. Many of them are from Jisr al-Shugur, a town some roughly 40 kilometres (25 miles) from the Turkish border, which has been the scene of a major army operation.
Jolie is noted for her humanitarian work and paid a surprise visit to Afghanistan in March to visit refugee camps.

Tripoli bombed as Libya rebels make advances

BENGHAZI, Libya — Two powerful explosions shook Tripoli following a three-day pause in NATO air raids, as rebels made advances against forces loyal to Moamer Kadhafi by taking a village southwest of the Libyan capital.
The rebels seized Al-Rayaniya, a village east of the heavily fought-over hilltown of Zintan in the mainly Berber Nafusa mountains, southwest of Tripoli, an AFP correspondent reported.
The village of some 10,000 residents is located on a strategic route connecting Zintan and Yefren, two towns rebels hope to wrest from forces loyal to Moamer Kadhafi.
Pro-Kadhafi forces, however, continue to bomb the town with Grad rockets. Two rebels were killed in the fighting and about a dozen wounded.
In Tripoli, blasts were heard around 11:30 pm (2130 GMT), and witnesses reported seeing black smoke rising from a site close to downtown.
Libya's official agency Jana reported that civilian sites in the Al-Ferjan district had been the target of NATO, the "colonialist, crusader aggressor," and that the attacks had set civilian homes on fire. Several people had been injured it added, without elaborating.
The Libyan capital and its suburbs have been the target of almost daily NATO air raids since it started its military operation on March 31, a month after the uprising against Kadhafi.
In Washington, US politicians grew impatient with the pace of operations: Republican US House Speaker John Boehner gave Obama until Friday to ask Congress to authorize military action "or withdraws all US troops and resources from the mission."
Boehner warned Obama that the administration may fall afoul, as of Sunday, of a 90-day deadline set by the 1973 War Powers Act aimed at curtailing US presidents' ability to deploy the military overseas.
The Act allows the president to use force in response to an attack on the United States, its territories, or its armed forces, but calls for notifying congress within 48 hours and says US troops must start to withdraw 60-90 days later unless specifically authorized to remain by lawmakers.
The US Constitution reserves to congress the right to declare war, though US presidents have often deployed forces without first getting lawmakers' explicit approval and ignored the war powers measure.
Polls show the conflict is overwhelmingly unpopular with the US public.
NATO, which is in charge of western military operations in Libya, on Tuesday said it "has the resources" to conduct its campaign despite a warning from Washington that reliance on US military could jeopardise the mission.
"We continue to maintain a high tempo of operation," said NATO spokeswoman Oana Lungescu. "It is clear that NATO has the resources to keep up the pressure on the (Moamer) Kadhafi regime. We know it takes time."
But French General Stephane Abrial, the Supreme Allied Commander of Transformations, warned that the issue of resources "will become critical" if the conflict dragged on.
"If the operation was to last longer, of course the resource issue will become critical," Abrial said.
Libyan rebels made an important diplomatic gain Tuesday when Canada recognized them as the "legitimate representative" of the people of Libya. Canadian lawmakers also voted almost unanimously to extend the country's military mission under NATO's umbrella until September.
Soon after Panama became the 15th country and the first in Latin America to recognize the rebels as the legitimate representative of the Libyan people. President Ricardo Martinelli made the announcement after welcoming two rebel representatives to the presidential palace.
Libya's foreign ministry meanwhile said Monday's visit by German Foreign Minister Guido Westerwelle to Benghazi, the rebels' de facto capital, was a "flagrant violation" of Tripoli's sovereignty.
It condemned the trip as "irresponsible" and said it "does not help efforts by regional and international organisations to find a peaceful solution to what is happening in Libya."
Liberia on Tuesday broke diplomatic ties with Libya one day after US Secretary of State Hillary Clinton pressed all African states to demand Kadhafi step down and take tougher action against his regime.
Senegal and Gambia are the only African states to have recognised the rebels as the legitimate interlocutors.
South African President Jacob Zuma on Tuesday said NATO's air campaign abused a UN resolution to protect Libyan civilians for regime change and "political assassinations".
"We strongly believe that the resolution is being abused for regime change, political assassinations and foreign military occupation," Zuma said in a speech to parliament.
He added NATO's actions undermined African Union efforts to find a solution.

Burmese troops have been involved in deadly clashes with Kachin rebels near a northern site where China is building a hydro-electric power plant.

At least four rebel fighters and a number of government troops have died.

A truce between the government and rebels from the Kachin ethnic minority broke down last year when rebels refused to become state border guards.

It is among the worst violence reported in Burma since March, when the military handed power to a civilian government.

The current fighting began on Thursday.

It appears to have started with a government offensive to force rebels belonging to the Kachin Independence Army (KIA) away from an outpost in an area where China is building two dams as part of a hydro-electric power plant.

Mediation appeal The US Campaign for Burma, a Washington-based lobbying group, said hundreds of Burmese government troops had been deployed.

Four rebels and 16 government troops had been killed, while more than 2,000 people had fled the fighting, mostly into China, the group said. A rebel spokesman confirmed the rebel deaths.

China has said that about 30 Chinese engineers and hydro-electric power plant workers were caught up in the conflict, apparently held by government troops.

A Kachin rebel spokesman later told the BBC that the workers had been allowed to leave.
He said the conflict could be solved only through the mediation of a neighbouring country, though he did not name one.

"We don't want the war to spread country-wide," said the spokesman, La Nam.

"We don't believe the negotiation between government and us could be possible to stop the conflict. We wish a powerful neighbour country to mediate between us to relax the tension."

Karen BGF Troops Begin Returning to the DKBA

Although the Burmese government appeared to have won a strategic victory last year when it convinced most of the Democratic Karen Buddhist Army (DKBA) to join its Border Guard Force (BGF), both the strategy and the victory seem to be unraveling as many Karen BGF troops are either deserting back to the DKBA or shifting their loyalties to the armed ethnic group while remaining in government uniform.
Tellingly, when a group of Karen BGF soldiers gathered on their military base and watched footage of the bloody clash initiated by Brig-Gen Saw Lah Pwe and his breakaway DKBA Brigade 5 against Burmese government troops in Myawaddy last November, they cheered the Brigade 5 fighters, said a DKBA source.
“I was surprise when I saw this. They are BGF but they cheered the DKBA. It seems to me that the BGF doesn’t really exist,” he said. “It is like Saw Lah Pwe is their hero.”

Lt-Col Po Bi is the head of Karen BGF Battalion 1012, which until recently occupied Myaing Gyi Nyu, the former DKBA headquarters in Hlaing Bwe Township, southern Karen State. On May 24, he kicked out his BGF government advisors and ordered the 500 soldiers under his command to remove the BGF badges from their uniforms and replace them with their old DKBA insignia.

After this act of open defiance, Po Bi announced there are no more BGF troops in Myaing Gyi Nyu, only DKBA. He then deployed his troops in Mae Tha Waw in southern Karen State and ordered them to stay on high alert while they waited to see the government's reaction.

At least two other BGF battalions joined the Po Bi-led faction and defied the BGF, with the rest of the Karen BGF battalions remaining neutral thus far. Sources said the majority of Karen troops that previously joined the BGF have now unofficially resumed their status as DKBA soldiers.

There are divisions between Karen BGF battalions and the top Karen leaders in the BGF who previously headed up the DKBA and are now BGF government advisors, including Gen Kyaw Than, Col Chit Thu and Pah Nwee.

Sources in Myaing Gyi Nyu said U Thuzana, a Buddhist monk who is influential with the Karen BGF troops, has been attempting for one month to get all Karen BGF battalions to reunite with the DKBA.   
U Thuzana reportedly traveled recently to Pa-an, the capital of Karen State, to meet BGF advisor Gen Kyaw Than with the intention of urging him to return the BGF battalions to DKBA ranks. However, Kyaw Than has not agreed to the monk's request.

However, sources reported that the Karen BGF, DKBA Brigade 5 and KNLA troops are now connected and have agreed to provide back-up military assistance to each other if government troops attack.

The government appears to have lost control over the Karen BGF, the sources reported. In addition, some Karen BGF soldiers stationed at frontline bases have developed good relationships with KNLA soldiers, a potential threat to the Naypyidaw given that the BGF is estimated to have 2,000 armed men while DKBA Brigade 5 has about 1,000 and the KNLA has about 4,000.

“Po Bi's troops won’t open fire against government troops first. But if the government forces open fire against them, there will be a big war,” said Brig-Gen Johnny, the commander of Karen National Liberation Army (KNLA) Brigade 7.

“It is time for the Karen to be united, we have to help each other. I want to call on all Karen people inside and outside Burma to help each other,” he said.
In preparation for war, the Karen rebels ordered their fighters to stand by and collected ammunition and rations such as rice and dry foods, sources said.

Some DKBA family members, especially women and children, have moved to the Thai-Burma border due to fears of resumed fighting, said Htoo Klei, the secretary of the Karen Office of Relief and Development (KORD).

The fact that Myaing Gyi Ngu is now under full control of DKBA and KNLA troops might provoke the Burmese military, one observer said. But state-run television denied that Myaing Gyi Ngu is occupied by the Karen armed ethnic groups, and other observers said the government will try and break the unity of Karen armed groups by using divide-and-rule tactics.

Due primarily to their religious differences, the DKBA split from the Christian-dominated Karen National Union, the political wing of the KNLA, in 1994 and signed a ceasefire agreement with the government in 1995. Afterward, with the backing of government troops, the DKBA launched attacks against the KNLA until the fall of Marnerplaw, the KNU headquarters.

Overnight Clash in Kachin State

Tensions finally snapped in Kachin State on Thursday when fighting broke out between Burmese government troops and the Kachin Independence Army (KIA) in Momauk Township, according to Kachin sources.

Speaking with The Irrawaddy on Thursday, Seng Aung, a local resident of Laiza, the KIA headquarters near the Sino-Burmese border, said that an armed clash broke out before at 2 am on Thursday and continued until noon.

“It is like the government troops are intimidating the KIA,” he said. “They want to test the Kachin army because it had previously warned them not to cross into its area.”

Seng Aung said the fighting involved KIA Brigade 3's Battalion 15 and Burmese Battalion 437. Causalities are as yet unknown, but both sides have suffered losses, he said.

Momauk Township lies under the control of KIA Brigade 3 where tension between the government and KIA troops had been rising for months, said a source close to the KIA.

On Feb. 7, an armed clash between government troops and the KIA occurred just southeast of Bhamo, another area that is under the control of KIA Brigade 3. Kachin sources claim that one Burmese battalion commander was killed.

Although the Kachins had signed a ceasefire with the Burmese government in 1994, tensions had been mounting since last year when the KIA rejected Naypyidaw's border guard force (BGF) order.
“Becoming a BGF means submitting yourself to the total control of the government,” said Col. James Lun Dau, a KIO central committee member.

On Oct. 18 2010, an office of the KIA’s political wing, the Kachin Independence Organization (KIO), was raided by government troops who arrested two KIO officials. A few days later, the regime's state-run media The New Light of Myanmar referred to the KIA as “insurgents” for the first time in years, and the long-held but fragile ceasefire was all but declared broken.

In September, the KIA troops also fired at a helicopter owned by the government-friendly Htoo Group of Companies while it flew over KIO headquarters in Laiza, according to Kachin sources.
Meanwhile, tensions also appear ready to boil over in Karen State, sources say.

Karen sources reported that the Burmese army has reinforced three battalions near ethnic Karen rebel-controlled areas of Kawkareik Township in southern Karen State.

A Burmese official in Myawaddy in southern Karen state said that three government battalions under Light Infantry Division 22 were sent to south of Kawkareik with the aim of launching an offensive against the Karen troops from Karen National Liberation Army (KNLA) Brigade 6.
On May 24, an internal conflict broke out within the Karen BGF, formerly known as the Democratic Karen Buddhist Army (DKBA), at the group's former headquarters, Myaing Gyi Nyu in southwestern Karen State. A faction of the Karen BGF, Battalion 1012, seized total control of Myaing Gyi Nyu after defecting from the BGF.
Tensions between the government troops and Battalion 1012 have remained high ever since. Other Karen armed groups are reportedly prepared to provide military assistance to any breakaway Karen BGF if it is attacked by government troops.

Maj-Gen Thet Naing Win, the chief of the Bureau of Special Operations-4 arrived earlier this week in Pa-an, the capital of Karen State, to discuss with colleagues the latest military developments in the region.
In recent weeks, both major clashes and minor skirmishes have been reported on an almost daily basis from southern Karen State, most notably in and around Three Pagoda Pass, Kawkareik and Kyainseikgyi.
Most of the confrontations have occurred between government troops and a coalition of Karen armies, including the DKBA and the KNLA.

Meanwhile Burma’s state-run New Light of Myanmar newspaper has blamed ethnic Karen rebels for a bombing on a passenger train last month that killed two people.

The report said Thursday that a suspect was arrested in Karen state 10 days after the May 19 bombing. The report said he confessed he was assigned by senior members of the KNLA and provided with explosives.
